Chinese authorities are mobilizing the public to resolve marriage, legal, land and consumer finance disputes after the fatal car ramming at a sports stadium in the southern city of Zhuhai by an embittered 62-year-old divorcé killed at least 35 people.
The ramming and other recent incidents raised concerns in Beijing over the political fallout from a growing number of “social revenge” attacks against innocent strangers by disgruntled members of the public.
