유럽연합(EU) 대변인은 24일 자유아시아방송(RFA)에 오는 제49차 유엔인권이사회에 제출할 북한인권결의안 초안은 “(코로나19, 즉 코로나 비루스) 대유행의 영향 등 북한 내 심각한 인권 및 인도주의적 상황을 강조하고, 책임 규명에 집중할 것”이라고 밝혔습니다. (The resolution highlights the dire human rights and humanitarian situation in the country, including the impact of the pandemic, and focuses on accountability.)
그러면서 “(유엔 북한인권) 특별보고관의 임기를 1년 연장하도록 요청할 것”이라고 설명했습니다. (It will also request the renewal of the mandate of the Special Rapporteur for one year.)
대변인은 또 한국을 비롯해 결의안 공동제안국에 불참해온 국가들에 대한 논평 요청에 “결의안 초안에 대한 공식적인 협의는 아직 시작되지 않았다”면서도 “우리는 이 결의안이 폭넓은 지지를 얻길 희망한다”고 말했습니다. (The formal consultations on the draft resolution have not yet started but we of course hope to receive wide support for this resolution.)
한국은 지난 2019년 이후 3년 연속 공동제안국으로 참여하지 않고 결의안 합의 채택에만 동참해 왔습니다.
대변인은 또 “(북한인권결의안이) 중요하다고 굳게 믿으며 유엔 인권이사회에서 계속 유럽연합의 우선순위 중 하나일 것”이라고 강조했습니다. (We strongly believe that this is an important resolution and it continues to be one of the EU’s priorities at the Human Rights Council.)
그러면서 북한인권결의안을 유엔인권이사회의 주요 의제로 다루려는 노력을 지속할 것이라며 이전과 같이 계속 합의 채택을 목표로 할 것이라고 덧붙였습니다. (We will continue our efforts to keep it high on the Human Rights Council agenda, aiming at a consensual adoption of the resolution, as it has been in the past.)
이어 이번 결의안 초안을 마감 시한에 맞춰 제출할 것이라며 아직 마감 시한은 알려지지 않았다고 전했습니다. (We will submit it on the day of the tabling deadline, which is not yet known.)
한편 제 49차 유엔인권이사회 회의는 오는 28일부터 4월 1일까지 제네바 유엔본부에서 열릴 예정입니다.
