앵커: 미국 연방의회에 주요 정책사안에 관한 분석을 제공하는 의회조사국(CRS)은 보고서를 통해 미국의 독자 대북제재는 미북 양자관계에서 중요한 요소라고 지적했습니다. 보도에 한덕인 기자입니다.
미국 의회조사국은 지난 16일 새로 갱신한 ‘북한:미 경제제재에 대한 입법 근거’(North Korea: Legislative Basis for U.S. Economic Sanctions) 보고서를 공개했습니다.
의회조사국은 이날 보고서에서 북한에 대한 미국의 제재 조치는 미북 간 “광범위한 관계의 중요한 원칙(tenet)”이라고 밝혔습니다. (These sanctions are a critical tenet of the larger bilateral relationship, and this report highlights Congress’s role and responsibility in determining the nature of U.S.-North Korea relations.)
미국의 대북제재는 “미국 법률에 반영돼 있는 요구사항, 행정부가 재량권을 행사해 내린 결정, 유엔 안보리가 회원국에 부과한 의무 등이 반영된 결과”라는 겁니다. (The U.S. sanctions are a result of requirements incorporated into U.S. law by Congress, decisions made in the executive branch to exercise discretionary authorities, and obligations placed on member states of the United Nations by the U.N. Security Council.)
의회조사국은 “미국의 대북 경제제재는 특히 북한이 핵무기 및 미사일기술 시험을 강행한 지난 2006년 이후 북한의 무기확산과 관련한 활동에 따라 공식적으로 실시하게된 것”이라고 설명했습니다. (U.S. economic sanctions imposed on North Korea are instigated by that country’s activities related to weapons proliferation, especially its tests since 2006 of nuclear weapons and missile technology.)
또 북한에 의한 “지역적 혼란, 국제 테러, 마약 밀매, 비민주적인 통치 방식, 자금 세탁, 상품과 화폐의 위조, 그리고 대량 현금 밀수를 포함한 국제 시장에서의 불법 활동” 등을 미국의 독자제재를 촉진한 근거로 들었습니다.
의회조사국은 이날 “미 의회와 대통령이 대외 원조, 수출 통제 간소화, 국방 및 국제 프로그램 기금, 핵확산 체제 유지, 조약 및 국제 협정 체결, 다자간 토론 등에 대한 여러 개혁 방안을 검토하는 가운데 경제 제재의 효과는 외교정책과 국가안보 도구로서 계속해서 중심적인 고려사항”이라고 전했습니다. (As Congress and the President consider proposals to reform foreign aid, streamline export controls, fund defense and international programs, keep proliferation regimes relevant, assess and enter into treaties and international agreements, and participate in multilateral fora, the effectiveness of economic sanctions as a foreign policy and national security tool continues to be a central consideration.)
한편 의회조사국은 이날 보고서에서 “대통령은 헌법에 따라 외교 정책을 주도하지만, 의회는 미국의 정치와 전략적 이익에 따라 프로그램을 승인 및 자금을 지원하고, 인사 임명을 비롯해 다른 국가와의 관여 조건을 정의함으로써 외교 정책에 관한 실질적인 권한을 보유하고 있다”고 지적했습니다.
