네드 프라이스 미국 국무부 대변인은 16일 열린 정례 기사설명회에서 북한과 이란이 핵무기 프로그램과 관련해 협력하는 것이 우려스럽다고 전했습니다.
그는 이란이 그들의 핵기술을 북한이 수출하고 두 국가가 협력하는 것에 대한 입장을 묻는 질의에 “(두 국가의 협력 문제와 관련해) 미국은 이미 관련 정보를 공개했으며 공개적으로 보도도 되었다”고 말했습니다. (We’ve released information on this some of this information has been reported publicly as well.)
그러면서 “이미 핵무기 프로그램을 보유하고 있는 북한 정권과 우려스러운 방식으로 핵 프로그램을 발전시킨 이란 정권은 세계가 직면한 가장 심각한 핵 확산 위협 국가이며 이 두 국가들은 모두 우려 대상”이라고 전했습니다. (It's concerning to see two of the most acute proliferation threats the world faces, the DPRK a regime that has, of course, already a nuclear weapons program, and Iran, a regime that has advanced its nuclear program in a way that is of concern to us.)
이어 “다수의 유엔 안전보장이사회 결의와 국제 규범을 일관되고 사과도 없이 무시하며 악의적인 활동에 가담한 국가들 간의 협력은 우리에게 우려 사안”이라고 강조했습니다. (So any cooperation between countries that have consistently and unapologetically flouted multiple UN Security Council resolutions, the international norms who have engaged in malign and malicious behavior, both in their respective regions and around the world. That's of course a concern to us.)
한편 그는 최근 러시아 주재 북한 대사와 만난 러시아 외무성 관리들이 북한의 노동자들을 도네츠크인민공화국과 루한스크인민공화국 지역의 재건 사업을 위해 파견할 것이라고 밝힌 것과 관련해 “도네츠크인민공화국과 루한스크인민공화국은 우크라이나의 영토 내에 있다”고 지적했습니다. (Donetsk and Luhansk are within the sovereign territory of the country of Ukraine.)
그러면서 “해당 지역의 재건 사업에 참여할 사람들을 결정하는 것은 우크라이나 정부와 사람들에게 달렸다”고 덧붙였습니다. (It is up to the Government of Ukraine, it's up to the people of Ukraine to determine the individuals who should be there taking part in reconstruction projects, not any other countries.)
