앵커: 유럽연합 이사회(Council of the European Union)는 북한이 핵개발 및 탄도미사일 시험 등 핵확산 활동을 멈추고 핵무기전파방지조약(NPT)에 복귀할 것을 촉구했습니다. 보도에 한덕인 기자입니다.
내년 1월(4-28일) 미국 뉴욕에서 개최되는 ‘제10차 핵비확산조약국 검토회의(The Tenth Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons)’를 앞둔 유럽연합 이사회는 15일 공개한 관련 문건(annex)에서 북한의 이어지는 핵확산 관련 활동에 대한 강한 우려를 표명했습니다.
특히 이사회는 “북한이 핵무기전파방지조약(NPT) 및 국제원자력기구(IAEA)의 포괄적 안전조치협정에 복귀하고 포괄적 핵실험 금지 조약에 서명하고 비준할 것을 촉구한다”고 밝혀 눈길을 끌었습니다. (The Council insists that the DPRK return to compliance with the NPT and the IAEA Comprehensive Safeguards Agreement, bring into force the Additional Protocol, and urges it to sign and ratify the Comprehensive Nuclear-Test-Ban Treaty.)
유럽연합 이사회는 내년 검토회의를 앞두고 이날 내린 결론은 “NPT가 전 세계 핵 비확산 체제의 초석이자 핵군축 추구를 위한 필수 기반이며, 평화적 목적을 위한 원자력 응용 개발의 중요한 요소라는 유럽연합의 명백한 지지를 재확인했다는 것”이라며 이같이 밝혔습니다. (The conclusions reaffirm the EU’s unequivocal support for the NPT as the cornerstone of the global nuclear non-proliferation regime, the essential foundation for the pursuit of nuclear disarmament, and an important element in the development of nuclear energy applications for peaceful purposes.)
또 “NPT의 보편화의 중요성을 강조하고, 아직 가입하지 않은 모든 국가들이 비핵무기 국가로서 조약에 가입하고, 그 조건을 준수할 것을 촉구한다”고 강조했습니다. (The conclusions also stress the importance of universalising the NPT, and call on all states that have not yet done so to join the treaty as non-nuclear-weapon states and, pending their accession, to adhere to its terms.)
그러면서 “모든 국가가 (북한에 대한) 모든 제재의 완전하고 효과적인 이행을 포함해 관련 유엔 안보리 결의에 따른 의무를 준수할 것을 촉구한다”고 전했습니다. (The Council calls on all States to abide by their obligations under relevant UN Security Council resolutions including the full and effective implementation of all sanctions.)
유럽연합 이사회는 이어 “북한이 불법 핵무기와 탄도미사일 프로그램을 더욱 발전시키기 위한 조치를 계속하고 있는 데 대해 심각한 우려를 표명한다”며 “미사일의 잇단 발사와 관련 시설의 유지 보수를 포함해 북한이 핵무기와 미사일 능력을 강화하기 위해 취한 조치들을 규탄하다”고 밝혔습니다. (The Council expresses its serious concern that the Democratic People’s Republic of Korea (DPRK) continues action to further develop its illegal nuclear weapons and ballistic missile programmes. The Council condemns steps taken by the DPRK to enhance its nuclear weapons and missile capability, including repeated launches of missiles and the maintenance of related facilities.)
그러면서 이사회는 “북한이 모든 핵실험과 탄도미사일 발사를 자제할 것을 촉구한다”고 전했습니다. (The Council urges the Democratic People’s Republic of Korea (DPRK) to refrain from all nuclear tests and ballistic missile launches.)
이사회는 “북한이 유엔 안보리 결의 2397호(2017)에 따라 완전하고 검증 가능하며 불가역적인 방식으로 대량살상무기와 탄도미사일 및 기존 핵 프로그램을 폐기하기 위한 구체적인 조치를 취할 것을 촉구한다”고 말했습니다. (The Council calls on the DPRK to take concrete steps in dismantling its weapons of mass destruction, ballistic missile and existing nuclear programmes in a complete, verifiable, and irreversible manner as decided by United Nations Security Council Resolution 2397 (2017).)
아울러 “북한이 지속 가능한 평화와 안보의 기반을 구축하고 한반도의 완전하고 검증가능하며 불가역적인 비핵화를 추구하기 위한 조치를 취하기 위해 모든 관련 당사자와 의미 있는 토론에 임할 것을 촉구한다”고 덧붙였습니다. (The Council urges the DPRK to engage in meaningful discussions with all relevant parties to build a basis for sustainable peace and security and to take steps aimed at pursuing Complete, Verifiable, Irreversible Denuclearization of the Korean Peninsula.)
