미국 재무부의 패트릭 오브리언 (Patrick O'Brien) 테러리스트 금융 담당 차관보 (Assistant Secretary for Terrorist Financing)는1일 북한이 국제금융 분야의 고립에서 벗어나려는 시도는 6자회담의 진전을 포함한 정치적 영역에서 미국과 진행하는 관계 개선과 별개의 문제라고 밝혔습니다.
Obviously those have been changing as six-party talks have developed. I think that will be a continuing issue. I think the isolation that they may feel financially now something regardless what happens in the political side.
북한에 대한 금융제재를 총괄하는 오브리언 차관보는 이날 미국 재무부가 도둑정치(kleptocracy)에 관한 민관 합동 세미나를 주관한 직후 기자들과 만나 이같이 말했습니다.
오브리언 차관보는 북한이 고립에서 벗어나 국제 금융체제에 편입되기 위해선 국제금융기구에서 통용되는 국제적 기준을 준수해야 한다면서 미국은 그 동안 북한에 이를 분명히 해왔다고 강조했습니다.
I think we’ve been very clear about the need for North Korea to adhere to the international standards of conducting the international financial system.
브라이언 차관보는 북한이 투명성과 같은 국제적 기준을 준수함으로써 국제 금융기구의 (잃어버린) 신뢰를 얻어야 하지만 이는 짧은 기간에 될 수 있는 것은 아니라고 덧붙였습니다.
They have to earn confidence back of financial institutions around the world by demonstrating that they’re going to adhere to kind of the accepted international standards on transparency and so forth. So I think it will be an issue that will be a long term process for them to earn that confidence back.
브라이언 차관보는 북한이 테러지원국에서 해제된 다음에도 북한과 관련한 자산은 여전히 동결된 상태로 남아있다고 말한 뒤 이 문제는 국무부를 비롯한 다른 정부기관이 함께 논의해서 결정해야 하며 특히 고위층의 결단이 필요하다고 밝혀 눈길을 끌었습니다.
That will be a discussion where all the agencies have to discuss and it will be a very high-level decision that has to be made by.
미국 재무부는 지난 10월 의회에 제출한 테러 관련 국가와 조직의 미국내 자산 동결에 관한 연례 보고서를 통해 북한과 관련해 미국 내에서 동결 중인 자산의 액수는 모두 3천2백만 달러에 이른다고 밝혔습니다.
