캐나다 글로벌사안부(Global Affairs Canada, GAC)의 크리스텔 차트랜드(Christelle Chartrand) 대변인은 23일 한국의 이른바 '대북전단금지법'과 관련한 자유아시아방송(RFA) 논평 요청에 "캐나다는 의사 표현의 자유가 번영하는 사회의 주춧돌이라고 믿는다"고 밝혔습니다.
대변인은 또 "이러한 의사 표현의 자유는 사회 내 인권 실현을 위해 중요하다고 믿는다"고 말했습니다. (We believe that freedom of opinion and expression remains a cornerstone of prosperous societies and is important for the realization of human rights in society.)
그는 이어 "캐나다는 세계인권선언, 시민적 및 정치적 권리에 관한 국제규약을 비롯한 국제 인권 조약에 명시된 바와 같이 표현의 자유를 지지한다"고 강조했습니다. (We support freedom of expression as enshrined in the Universal Declaration of Human Rights, and international human rights treaties, including the International Covenant on Civil and Political Rights.)
또 "캐나다는 한반도의 평화와 안보에 전념하고 있으며, 대화와 외교만이 북한 주민들의 안전과 안정, 경제적 번영으로 가는 유일한 길이라고 믿는다"고 덧붙였습니다. (Canada is committed to peace and security on the Korean Peninsula and believes that dialogue and diplomacy represent the only path to security, stability, and economic prosperity for the North Korean people.)
한편, 앞서 미국 국무부 측도 22일 '대북전단금지법'과 관련한 자유아시아방송(RFA) 논평 요청에 "북한 주민들의 정보에 대한 접근을 촉진하기 위해 비영리 단체 및 다른 국가의 동반자 단체들과 계속 협력하고 있다"고 밝혔습니다.
미국의 크리스 스미스 하원의원과 마이클 맥카울 하원 외교위원회 공화당 간사, 또 미국 지한파 의원 모임 '코리아 코커스' 공동의장인 제럴드 코널리 하원의원 역시 최근 한국 집권여당이 단독으로 처리한 '대북전단금지법'과 관련한 우려를 표명한 바 있습니다.
