앞서, 미국 민간 연구기관인 전략국제문제연구소(CSIS)의 북한 전문 웹사이트 '분단을 넘어'(Beyond Parallel)가 지난달 29일과 30일 공개한 위성사진에 따르면, 북한 황해북도 평산 소재 우라늄 정련 공장 일대에서 최근까지 활발한 움직임이 있었고, 영변 핵시설에 위치한 건물에서 연기가 뿜어져 나온 것으로 확인됐습니다.
