EU “북 미사일 발사는 안보리 결의 위반… 깊은 유감”

앵커: 북한이 잠수함발사탄도미사일(SLBM)을 발사했다고 밝힌 가운데 유럽연합(EU)과 독일, 영국, 캐나다 등 국제사회는 이런 북한을 강력히 규탄했습니다. 이경하 기자가 보도합니다.

유럽연합 대변인은 20일 자유아시아방송(RFA)에 "북한은 탄도미사일을 발사해 유엔 안전보장이사회 결의를 또다시 위반했다"고 밝혔습니다. (The DPRK has yet again violated UN Security Council resolutions by launching a ballistic missile.)

특히 그는 "유럽연합은 북한이 대화를 재개하고 지역의 평화와 안보를 보장하려는 국제사회의 노력을 거듭 무시하고 있는 점에 대해 깊은 유감을 표한다"고 강조했습니다. (The EU deeply regrets that the DPRK's is repeatedly disregarding the efforts of the international community to resume dialogue and ensure peace and security in the region.)

그러면서 유럽연합은 북한이 유엔 안보리 결의에 따른 의무를 준수하고 대화 환경을 해치는 모든 행동을 자제할 것을 촉구했습니다.( The EU calls on the DPRK to comply with its obligations under UN Security Council Resolutions and refrain from all actions that undermine the environment for dialogue.)

그는 또 "북한이 미국과 한국이 표명한 외교적 준비태세에 건설적으로 대응하고 비핵화를 위한 행동에 임할 것을 촉구한다"고 밝혔습니다. (The EU urges the DPRK to respond constructively to the readiness for diplomacy expressed by the United States and the Republic of Korea and engage in actions towards denuclearisation.)

이어 그는 "유럽연합이 의미있는 새로운 외교 절차를 적절한 방식으로 지원할 준비가 돼 있다"고 강조했습니다.

특히 유럽연합은 북한이 대량살상무기, 탄도미사일 및 기존 핵 프로그램을 완전하고 검증가능하며 되돌릴 수 없는 방식으로 포기하는 목표 달성을 위해 최선을 다하고 있다고 덧붙였습니다. (The EU is committed to the objective of the DPRK abandoning its weapons of mass destruction, ballistic missile and existing nuclear programmes in a complete, verifiable and irreversible manner.)

이어 그는 "북한이 유엔 안전보장이사회 결의에 따른 의무를 이행할 때까지 유럽연합은 계속해서 엄격한 제재를 이행하는 동시에 국제사회도 동일한 조치를 취하도록 독려할 것"이라고 덧붙였습니다. (Until the DPRK complies with its obligations under UN Security Council Resolutions, the EU will continue to implement sanctions strictly while encouraging the international community to do the same.)

아울러 스웨덴(스웨리예) 외무부 대변인실도 20일 자유아시아방송(RFA)에 유엔 안보리는 예전부터 북한의 핵무기와 미사일 프로그램이 국제 평화와 안보에 위협이 된다고 선언했다고 강조했습니다.(The UN Security Council has previously declared that North Korea's nuclear weapons and missile programmes constitute a threat to international peace and security.)

그러면서 "우리는 북한이 국제적인 약속을 이행하고 유엔 안보리 결의에 따라 완전하고 검증가능하며 돌이킬 수 없는 핵 및 미사일 폐기 조치를 취할 것을 촉구한다"고 강조했습니다. (We urge North Korea to fulfil its international commitments and undertake a complete, verifiable and irreversible disarmament of its nuclear weapons and missile programme in accordance with UN Security Council resolutions.)

특히 스웨덴은 한반도 상황의 평화적 해결에 대한 장기적인 공약을 갖고 있으며, 대화와 신뢰 구축 과정을 계속 지원하고 있다고 밝혔습니다. (Sweden has a long-term commitment to a peaceful solution to the situation on the Korean Peninsula and continues to offer its support to dialogue and confidence-building processes.)

스위스의 피에르 알랭 엘팅거 외교부 대변인도 이날 자유아시아방송(RFA)에 "북한의 탄도미사일 발사는 중대한 우려사항이며 유엔 안보리 결의 위반"이라고 밝혔습니다. (The launching of ballistic missiles by the DPRK are a matter of grave concern and constitute a violation of UN Security Council resolutions.)

그러면서 그는 "스위스는 지속적으로 북한이 핵실험과 장거리 탄도미사일 실험을 자제하고 모든 종류의 탄도미사일 발사를 자제할 것을 거듭 촉구했다"고 밝혔습니다. (Switzerland repeatedly called on the DPRK to continue to refrain from nuclear testing, long-range ballistic missile testing, and to refrain from launches of ballistic missiles of any category.)

아울러 캐나다의 외교·영사·교역 업무를 담당하는 글로벌사안부(Global Affairs Canada)도 이날 자유아시아방송(RFA)에 캐나다는 19일 탄도미사일 발사로 추정되는 북한의 미사일 시험을 규탄한다고 밝혔습니다. (Canada condemns North Korea's repeated missile tests, incl Tuesday's suspected ballistic missile launch.)

특히 이러한 도발적인 행동은 유엔 안보리 결의를 위반할 뿐만 아니라 지역의 평화와 안보를 위협한다고 지적했습니다. (This provocative behaviour violates UNSC resolutions & threatens regional peace & security.)

이어 캐나다는 북한이 국제적 의무를 준수하고 외교로 복귀할 것을 촉구한다고 덧붙였습니다. (We urge North Korea to comply with its int'l obligations & return to diplomacy.)

독일 외교부 대변인도 이날 성명을 통해 자유아시아방송(RFA)에 독일은 최근 북한의 탄도미사일 시험 발사를 강력히 규탄한다고 밝혔습니다. (Germany vehemently condemns the recent test of a ballistic missile by North Korea.)

그러면서 그는 북한은 이번 시험발사로 유엔 안보리 관련 결의를 다시 한 번 위반했으며, 국제적, 지역적 안보와 안정을 위태롭게 했다고 지적했습니다. (North Korea's repeated cruise and ballistic missile tests in the past weeks have raised political tensions in an irresponsible manner.)

특히 북한이 지난 몇 주 동안 반복적인 순항미사일과 탄도미사일 시험발사로 정치적 긴장을 무책임하게 고조시켰다고 밝혔습니다.

이어 그는 북한이 국제법상 의무를 준수하고, 미국과 한국의 회담 제의를 수용하며, 진지한 협상에 임할 것을 촉구한다고 강조했습니다. (Germany urgently calls on North Korea to abide by its obligations under international law, to accept the offer of talks put forward by the United States and South Korea and to enter into serious negotiations. )

그러면서 북한이 대량살상무기와 탄도미사일 개발 프로그램을 완전하고, 검증가능하며 돌이킬 수 없는 방식으로 폐기해야 된다고 밝혔습니다.(North Korea remains bound to the complete, verifiable and irreversible ending of its programmes to develop weapons of mass destruction and ballistic missiles.)

아울러 어맨다 밀링 영국 외무부 아시아 담당 국무상도 20일 성명을 통해 "우리는 북한이 10월 19일 여러 유엔 안전보장이사회 결의를 위반하고 단거리 탄도미사일 시험을 한 것을 규탄한다"고 밝혔습니다.

한편, 한국 합참에 따르면 앞서 북한은 지난 19일 오전 10시 17분쯤 함경남도 신포 동쪽 해상에서 동해상으로 SLBM, 잠수함발사탄도미사일로 추정되는 탄도미사일 1발을 발사했습니다.
