미국 연방 상원 외교위원회 아태 소위원장을 맡고 있는 에드 마키 상원의원은 지난 24일 자유아시아방송(RFA)에 북한이 일단은 협상장에 돌아오지 않겠다고 했지만 북한과의 외교적 대화를 대체할 만한 것은 없다고 밝혔습니다. (There is no good alternative to diplomatic talks with North Korea even if Pyongyang is initially unwilling to come to the table.)
그는 이어 미국의 도널드 트럼프 전 행정부는 사진만 찍는 외교로 북한의 핵무기 프로그램을 동결하고(freeze) 한반도 긴장을 감소시키는 실질적인 조치에 대한 협상의 기회를 무산시켰다고 주장했습니다. (The Trump administration failed to back up its photo-op diplomacy with results, scuttling an opportunity to negotiate practical steps that freeze the growth in North Korea's nuclear weapons program and reduce tensions on the Peninsula.)
그러면서 조 바이든 미 대통령이 2018년 (남북) 판문점 선언과 같은해 싱가포르 공동합의를 미북대화의 기초로 삼은 것을 높이 평가한다고 강조했습니다. (I applaud President Biden's effort to rebuild the foundation for talks in line with the 2018 Panmunjom Declaration and 2018 Singapore Communique.)
아울러 미국은 북한 정권과의 관여를 계속 추구하면서 오랫동안 무시됐던 북한 주민들의 기본적인 인권 보장과 이들에 대한 인도주의적 지원 전달을 방해하는 관료주의적 장애물들을 제거해야 한다고 강조했습니다. (As we continue to seek engagement with the Kim regime, we must continue our support for the basic human rights long denied to the North Korean people and we must remove bureaucratic roadblocks that prevent humanitarian aid from getting to those very same people.)
앞서 지난 24일 미 연방하원 외교위원회 공화당 간사인 마이클 맥카울 의원은 자유아시아방송(RFA)에 미국과의 접촉을 생각하지 않고 있다는 북한 리선권 외무상의 담화에 대해 놀라운 일이 아니라며 호전적인 북한의 핵 벼랑끝 전술은 실패할 것이라고 주장했습니다.
하원 외교위 소속의 영 김 의원도 같은날 자유아시아방송(RFA)에 리 외무상의 담화는 북한이 다시한번 믿을 수 없는 협상 상대국(unreliable negotiator)임을 입증했다고 지적했습니다.
김 의원은 미국은 김정은 정권이 재관여(reengage)하려고 한다면 대화에 열려있어야 하지만 북한이 그들의 나쁜 행동에 책임을 지도록 하는데 단호해야 한다고 덧붙였습니다. (The US must stand strong in holding the North accountable for its bad behavior while remaining open to talks if the Kim regime is willing to reengage.)
